EghtesadOnline: Mohsen Hashemi, the head of Tehran City Council, believes development of subway lines and stations is the only low-cost and speedy way of alleviating the issue of traffic congestion in Tehran.

“The greater part of the capital city’s traffic issue is to blame on passenger traffic from 41 neighboring cities. If not addressed, this could snowball into a security issue,” he said. 

Noting that Tehran's annual subway ridership is close to one billion trips, Hashemi said if only 10 cents are saved on fuel costs for each of these trips, about $100 million will be gained for the development of subway lines, Financial Tribune reported.
